Get Help Paying for Child Care with CCAP
New Jersey’s Child Care Assistance Program (CCAP) helps income-eligible families who are working, attending school, or participating in job training pay for child care. CCAP is a State program that is managed locally by Child Care Resource and Referral (CCR&R) agencies. There is a CCR&R in every county. 4Cs of Passaic County Inc. is the CCR&R in Passaic County.
Getting Started is Easy
• Use the eligibility calculator to see if you may qualify.
• When you’re ready, get connected to the State’s secure application system, MyNJHelps, to apply.
• If you have previously created a MyNJHelps account to apply for the Supplemental Nutrition Assistance Program (SNAP) or Work First New Jersey (WFNJ), use your previously created username and password to sign in.
• You will not be able to upload documents online if you are applying for CCAP only. If you choose to apply for SNAP and/or WFNJ as well as CCAP, you will be able to upload documents but the uploaded documents will only be used for SNAP/WFNJ verification. You will still need to submit any required documents for CCAP verification to 4Cs of Passaic County Inc.
• Provide instructions on how to submit them.
• Help you complete the application process.
Once you’ve submitted all required documents, 4Cs of Passaic County Inc. will review your application and make an eligibility decision within 30 days.

Programs
- Child Care Assistance Program (CCAP)
The New Jersey Cares for Kids Program (NJCK) provides child-care voucher services for families who meet the eligibility criteria for services. Eligible families must be employed full time (30 or more hours per week) or in a full-time education/training program or a combination of part-time work and education/training. Income eligibility is based on gross income at or below 200% of the federal poverty level. - The Work First New Jersey (WFNJ) Program has been established to transform the design and purpose of the welfare system in New Jersey. WFNJ law provides that certain services shall be made available to participants in support of their efforts to work. Among these supportive services is child care, which shall be available for WFNJ/TANF (Temporary Assistance for Needy Families) dependent children during the recipient’s period of eligibility for cash assistance and for the 24 consecutive months of Transitional Child Care (TCC) following ineligibility for cash assistance as a result of earned income.
- Transitional Child Care Benefits (TCC) provide extended subsidized childcare for up to 2 years for those WFNJ participants whose case has been closed because of earnings from employment.
- Post Transitional Child Care (Post TCC) has been established for TANF families who have exhausted their 24 months of TCC eligibility and are eligible for NJCK.
- Kinship caregivers may qualify for child-care subsidy services. Eligibility depends on the caregiver’s age and the size and income of the family unit
“Kinship caregiver” is a caregiver who has a proven relationship with the relative child by blood, marriage, or legal guardianship, and with whom the child is living. - Abbott Early Childhood Education Support Services are provided to children enrolled in licensed child care centers that offer early childhood education (Pre-Kindergarten) through contracts with their local designated Abbott School Districts.
